An unannounced visit to Armash Medical Center: A number of issues were recorded

The representatives of the RA Human Rights Defender made an announced visit to Armash Medical Center CJSC after A. Hayriyan of the RA Ararat Regional Administration.

 

During the monitoring, the living conditions of the persons at the given institutions, the state of their rights and their compliance with the established requirements, as well as documents related to those persons were examined.

 

As a result of the visit, the following main issues have been raised:

 

-Overcrowding;

-Necessity of renovation and improvement of household conditions, including sanitary-hygienic conditions;

-Issues with regard to heating;

-Issues related to occupation and contact with the outside world of persons with mental health problems,

-Issues related to legal procedures for voluntary and non-voluntary treatment, etc.

 

The Defender’s representatives discussed the recorded issues with the administration of the psychiatric establishment. The issues will be summarized and recommendations for their solution will be presented to the competent authority along with the relevant analysis.

 

During the visit, the staff of the psychiatric establishment effectively cooperated with the Defender's representatives and did not create obstacles for their work.

 

Positive changes were observed in the psychiatric establishment compared to the previous visit, in particular, the bathrooms and dining room were repaired, repair works were carried out in some toilets, new beds and bedding were purchased.

 

In this regard, the administration of the organization expressed gratitude to the Defender’s Office, noting that the organization was provided with the means for implementing renovation works as a result of the recommendations made during the previous visit of the Defender's representatives and the Defender’s ad hoc public report “On Ensuring Rights of Persons with Mental Health Issues at Psychiatric Establishments” published in 2018.
