Human Rights Defender’s Office initiates investigation on the two deaths at the Armavir penitentiary institution

The Human Rights Defender’s Office has initiated a discussion procedure regarding the two latest worrying cases of the death of persons deprived of their liberty at Armavir penitentiary Institution.

 

Ensuring the right to life of every person deprived of liberty is under direct responsibility of the State.

 

By virtue of a positive obligation, the State is obliged to provide adequate living conditions for a person deprived of liberty. Consequently, any death incident at the penitentiary institution should be examined within the proper legal procedure based on the acceleration principle.

 

The necessary measures provided by the law are undertaken within the mandate of the Human Rights Defender in cooperation with the Ministry of Justice and the investigating body.
