Arman Tatoyan presented the 2018 Annual Communication and Annual Report to the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly

Today Arman Tatoyan presented the 2018 Annual Communication of the Human Rights Defender and the Annual Report on activities of the NPM has been presented to the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly.

 

He noted that the scale of Defender’s operation has grown considerably: visits by the Defender to the child care and protection institutions has increased 11 times, visits to penitentiary institutions - two times, etc. More than 10 ad hoc reports have been published in 2018.

 

The Human Rights Defender presented the activities conducted during April-May months, recorded issues at police units, effective operation with lawyers, as well as the increase of hate speech and incitement to violence in the social network recorded during those days.

 

"The regular calls to refrain from violence by the organizers of the demonstrations during those days were of particular importance", said the Human Rights Defender.

 

Arman Tatoyan also presented the Annual Report on activates of the National Preventive Mechanism, stressing that the penitentiary system continues to impose punitive measures while a practice of imposing incentives should be adopted. The Defender referred to the issues revealed in the children's care and protection institutions and psychiatric institutions, noting that recommendations made in the report have been presented with the concrete solutions.

 

The Human Rights Defender and Parliamentarians of the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly agreed cooperate for the purpose of addressing the issues raised in the Annual Communication and Report.
