A juvenile detainee has attempted self-harm: Joint visit to a penitentiary institution

On 25 March, based on a call from the Helsinki Citizens' Assembly’s Vanadzor Office, the representatives of the Human Rights Defender’s Office visited the juvenile detainee who attempted to inflict self-harm.

 

The visit to the “Abovyan” penitentiary was jointly conducted with the representatives of the Group of Public Monitors Implementing Supervision over the Criminal-Executive Institutions and Bodies of the Ministry of Justice of RA.

 

The independent expert-psychologist of the Human Rights Defender's national preventive mechanism held a private interview with the self-injured juvenile and his cellmates.

 

The representatives of the Human Rights Defender examined the juvenile’s detention conditions and medical documents, as well as their compliance with the established requirements.

 

Based on the results of the private interviews, a discussion was held with the administration of the penitentiary institution.

 

The issue of ensuring the rights of the juvenile is within the primary attention of the Defender.
