Artsakh should be recognized by the civilized world by its democracy, human rights system and civil society. The political status of the land cannot be an obstacle for the protection of rights.
Artsakh should become an integral part of the civilized democratic world by creating preconditions for protection of the rights and freedoms of our compatriots in Artsakh.
The Institution of the Human Rights Defender of Artsakh has an irreplaceable role in all these issues as an apolitical and independent body called to guarantee human rights. Today, it has already set a high standard of implementation.
The Institution of the Human Rights Defender of Artsakh was able to overcome many challenges that seemed unsolvable thanks to the careful and patriotic work of Human Rights Defenders and their staff.
In recent years, the joint work of the Human Rights Defenders of Armenia and Artsakh has been strengthened and has become more effective. I especially value the efforts aimed at continuously increasing involvement in international human rights protection processes.
As the Human Rights Defender of Armenia, I express my readiness to strengthen the cooperation existing between our institutions with the aim to protect and to promote human rights.
