The Defender: Persons with disabilities should be involved in decision-making

RA Human Rights Defender Arman Tatoyan considers the adoption of a new Law on the Protection of the Rights of Persons with Disabilities and their Social Inclusion crucial.

During a hearing on the draft law by the Standing Committee on Healthcare And Social Affairs of the National Assembly, Arman Tatoyan stated that with the adoption of the law, preconditions will be established to ensure accessibility and equal opportunities for social inclusion of persons with disabilities, the creation of a monitoring mechanism for the protection of their rights, as well as the provisions of the UN Convention on the Rights of Persons with Disabilities will be localized.

According to the Defender, due to the stereotypes in society, legislative deficiencies and environmental disadvantages persons with disabilities face obstacles in their daily lives with regard to enjoyment of their rights, social inclusion and independent living.

The Defender also emphasized that the effectiveness of solving the problems of the field is directly linked with the participatory process. Persons with disabilities need to be included in the decision-making process along with the non-governmental organizations dealing with the protection of their rights.

By adopting the RA Law on the Protection of the Rights of Persons with Disabilities and their Social Inclusion, the Ombudsman would be entrusted with the mandate to monitor the law, the implementation of the UN Convention on the Rights of Persons with Disabilities, as well as the rights of persons with disabilities.
