The Defender has presented the draft laws on the improvement of the situation of persons deprived of their liberty to the circulation

Based on the findings of monitoring conducted in the penitentiary institutions of the RA Ministry of Justice and discussion of complaints, the RA Human Rights Defender’s Office has developed draft laws on making amendments and supplements to the RA Penitentiary Code, RA Law on Treatment of Arrestees and Detainees, as well as RA Law on Identification Card with relevant justifications.

 

The draft laws are aimed at strengthening the communication between prisoners and their close relatives and improving situation in the penitentiary institutions.

 

The issues have been also addressed in the annual report of the Human Rights Defender as the National Preventive Mechanism, as well as discussed by the Experts Council for the Prevention of Torture adjunct to the Human Rights Defender.

 

The above-mentioned drafts and justifications have been submitted to the RA Ministry of Justice to put them into circulation prescribed by the law.

 

Received opinions will be discussed with all relevant stakeholders and human rights organisations for presenting them to the RA National Assembly.
