The Venice Commission Reported a Positive Opinion

On December 9 Arman Tatoyan, the Human Rights Defender participated in the discussion of the draft constitutional law on Human Rights Defender in the framework of the “For Democracy through Law” 109th Plenary Session of the European Commission (Venice Commission) in Venice. During the meeting basic considerations of the Venice Commission regarding the draft law were presented.


During the Session Arman Tatoyan delivered a special speech and presented the basic provisions of the draft law.
In general, the Commission expressed a positive opinion on the provisions of the draft constitutional law on Human Rights Defender, with the aim at the clarification of the constitutional functions of the Defender and the implementation of such mechanisms, to strengthen the role of the Human Rights Defender, as well as to regulate the functions of the Defender as National Preventive Mechanism more precisely, etc.
