The Human Rights Defender visited Prison Hospital Penitentiary Institution

On 16 February the Human Rights Defender Arman Tatoyan has visited the detainees wounded in the territory of the Police Patrol-Guard Service are currently kept in the Prison Hospital Penitentiary Institution of the Ministry of Justice. Particularly, the Defender met Pavel Manukyan, Aram Manukyan, Armen Lambaryan, Tatul Tamrazyan and examined their detention conditions, as well as the level of medical treatment. During the visit, the Defender was accompanied by his Deputy on the prevention of torture and Ill-treatment and the doctor of the staff.

 

Number of issues raised by the persons deprived of their liberty concerning their rights protection and medical treatment have been discussed with the administration of the Penitentiary Institution and have been resolved.

 

The Defender also met Artur Sargsyan who is currently being held in Prison Hospital Penitentiary Institution and is on hunger strike, examined his health condition and issues related to his medical treatment.

 

Since 10 February 2017, based on the Defender’s assignment, his representatives paid number of visits to Prison Hospital Penitentiary Institution and met Artur Sargsyan, who is on hunger-strike, examined issues concerning the level of medical treatment and detention conditions. As a result, a discussion procedure has been already started upon own initiative.

 

During the meeting, Artur Sargsyan raised multiple issues and as a result of the examination of these issues respective written requests have been addressed to the Ministry of Justice and Prosecutor General’s Office.    

 

The issues connected with the health condition and rights protection of Aram Manukyan, Pavel Manukyan, Armen Lambaryan and Tatul Tamrazyan, being kept in the Prison Hospital Penitentiary Institution, remain under the Human Rights Defender’s direct supervision.
