On 15 February, upon the assignment of the Human Rights Defender, the specialists of Department for Prevention of Torture and Ill-Treatment and Rapid Reaction Group have made an unannounced visit to Armavir Penitentiary Institution to examine detention conditions of Varujan Avetisyan, Jirayr Sefilyan, Martiros Hakobyan who were transferred from Vardashen Penitentiary Institution on 29 November.
During the visit, the representatives of the Defender had private conversation with detainees Varujan Avetisyan, Jirayr Sefilyan, Martiros Hakobyan kept in the Penitentiary Institution and thoroughly examined the conditions of their cells.
Martiros Hakobyan has raised some issues relating to his living conditions which were discussed with the administration of the Institution. No other issues were raised in regard to the detention conditions. Jirayr Sefilyan raised the question of rejecting him to meet his advocate.
Regarding the rejection to meet the advocate and other issues, the Human Rights Defender started a discussion procedure upon his own initiative. Unannounced visits to penitentiary institutions will be continuous.
